• Program to Assign Students to Groups described in my SIGCSE 2001 paper. It is in Pascal and would need advice on how to use it. My more recent version uses simple genetic algorithms (instead of constraint propogation) and is written in Java.
• Weka Data Mining Software (GNU License) a really nice free system with many learning algorithms available.
• UTCS Machine Learning Research Group some popular programs - useful for ML or AI class demos
